Roundtables IPS 2017: Vídeos e áudios


Nos dias 29 de junho e 06 de julho, foram realizadas as duas mesas redondas da Escola de Inverno IPS. 

A primeira mesa, que teve como tema "Structuralism and after: IPS and the Critique of Limits", foi mediada pelo professor Roberto Yamato e contou com a participação dos professores R. B. J. Walker, Michael J. Shapiro, Jef Huysmans e João P. Nogueira.

On June 29 and July 6, two roundtables were held at the IPS Winter School.

Last week of classes in the third edition of the Winter School

Nesta sexta-feira, 07 de julho, se encerra a terceira edição da Escola de Inverno de Sociologia Política Internacional (IPS). As últimas duas semanas foram marcadas por ricas discussões e palestras que não apenas fomentaram o pensamento crítico em Relações Internacionais, mas também promoveram integração entre os professores e alunos participantes em um ambiente acadêmico dinâmico e vibrante. Além das aulas, também foram realizados eventos públicos que buscaram expandir as discussões para além da sala de aula. Em breve, todos os vídeos dos eventos públicos da Escola estarão disponíveis no blog.

By the end of the week, the third edition of the International Political Sociology (IPS) Winter School will come to its end. These days were marked by marvelous discussions and lectures that certainly not only made us think critically about the International Relations area of study and reach satisfactory conclusions but also allowed us to get along with each other and create a dynamic and joyful academic environment. Two publics events were held after the regular classes: "Borders, boundaries, frontiers" and “Why Is a Feminist Curiosity So Crucial?”. These events contributed to expand the IPS discussions to a large audience. Soon, all videos of the School's public events will be available on the blog.

Yesterday the IPS Winter School held the second roundtable of the event, with Professors Cynthia Enloe, Heather Johnson, Carolina Moulin Aguiar and Jef Huysmans. The panel took place at PUC-Rio’s B8 Auditorium; the Professors discussed the theme "Borders, boundaries, frontiers".

Also yesterday, a public lecture was held at the School with Professor Cynthia Enloe, who sought to answer the question "In Times Such As These, In A World Such As This ... Why Is A Feminist Curiosity So Crucial?". With a relaxed tone, Professor Enloe was cheered by those present at the end of the event.

Yesterday was  held at the International Relations Institute  the first open event of 2017 IPS Winter School. Were present at the roundtable professors R. B. J. Walker, Michael J. Shapiro, Jef Huysmans, João P. Nogueira and Roberto Yamato as the chairman. They discussed ‘the question of the limit’ as a conceptual device of critical engagements with ‘the international’ and the limitations of international political sociologies of the limit.

First week of classes in the third edition of the Winter School

Yesterday, July 26 began the activities of the International Political Sociology Winter School. Throughout the day, students attended the courses taught by Professor Rob Walker - on the subject International Relations and the challenge of interdisciplinary, discussing sociology, politics and international as contested objects; Professor Rita Abrahamsen, discussing the theme "Africa and the International"; and Professor Michael Shapiro discussing "the forces that set people in motion across land and borders and the precarities they face in the process of moving”.

Eventos Públicos IPS 2017 / IPS Public Events 2017

O Instituto de Relações Internacionais (IRI/PUC-Rio) tem o prazer de convidá-la(o) para os eventos públicos da Escola de Inverno da IPS 2017. Serão duas mesas redondas, uma no dia 29 de junho, com o tema "Structuralism and after: IPS and the Critique of Limits", e outra no dia 06 de julho com o tema "Borders, boundaries, frontiers".

"Structuralism and after: IPS and the Critique of Limits" discutirá "o limite" como um dispositivo conceitual de compromissos críticos com o "internacional" e as limitações das sociologias políticas internacionais do limite. O que a sociologia política internacional pode ser quando toma como seu ponto de partida a primazia das relações heterogêneas, desmembrando mundos e multiplicidades?

A mesa, que será realizada das 16h15 às 18h, no Auditório do RDC, PUC-Rio, terá a participação dos professores R. B. J. Walker, Michael J. Shapiro, Jef Huysmans, João P. Nogueira e Roberto Yamato.

Já no dia 06 de julho, a mesa "Borders, boundaries, frontiers", que será realizada das 16h15 às 18h, no Auditório B8*, PUC-Rio, irá abordar a questão das fronteiras e dos limites, que tiveram um papel central na definição de alguns dos marcadores conceituais, metodológicos e epistemológicos da agenda de pesquisa da IPS. Dessa forma, o painel tem como objetivo avaliar tais contribuições com foco nas formas em que eles desafiaram as fronteiras do "internacional". 

Participarão da mesa as professoras Cynthia Enloe, Heather Johnson, Carolina Moulin Aguiar e o professor Jef Huysmans.

The Institute of International Relations is pleased to invite you to 2017 IPS Winter School public events. There will be two roundtables, one on June 29, with the theme "Structuralism and after: IPS and the Critique of Limits" and others on July 6 with the theme "Borders, boundaries, frontiers"

"Structuralism and after: IPS and the Critique of Limits" will discuss ‘the limit’ as a conceptual device of critical engagements with ‘the international’ and the limitations of international political sociologies of the limit.  What can international political sociology be when it takes as it’s starting point the primacy of heterogeneous relations, fracturing worlds and multiplicities?

Professors R. B. J. Walker, Michael J. Shapiro, Jef Huysmans, João P. Nogueira and Roberto Yamato will attend the panel, which will be held at 4:15 p.m. to 6 p.m. in the RDC Auditorium, PUC-Rio.

On July 6, the "Borders, boundaries, frontiers" table, which will be held from 4:15 p.m. to 6:00 p.m., in Auditorium B8*PUC-Rio, will address the issue of borders and boundaries, that have had a central role in defining some of the conceptual, methodological and epistemological markers of IPS' research agenda. 

The panel aims at assessing such contributions with a focus on the ways in which they have challenged the frontiers of the 'international'. Cynthia Enloe, Heather Johnson, Carolina Moulin Aguiar and Professor Jef Huysmans will take part in the table.

The event will be held in English and there will be no simultaneous translation.

Curso Geral:


Participação: separando o social e o político – Professor Jef Huysmans

O curso do prof. Jef Huysmans examinará os instrumentos políticos e sociais em mundos fragmentados. Os conceitos seguintes – que separam o social e o político – serão apresentados: “extituição”, o quotidiano, as disputas e a mobilidade. Cada conceito será estudado em relação um tema que gera preocupação: segurança, globalização, supervisão e migração. O curso levantará principalmente perguntas sobre o fator humano, a sociedade civil, o networking, as novas formas de comunalidade, os modos fragmentados de participação, a participação como forma de inclusão, os problemas de filiação, o conhecimento e o poder.

Além disso, cada conceito será abordado desde um ângulo metodológico, como instrumento de utilização da informação obtidas a partir desses mundos e não só como forma de conseguir essa informação. Como instrumentos fragmentados, eles implicam modos particulares de reunir conhecimentos e textos.

Após a boa e completa realização do curso, o aluno será capaz de distinguir mecanismos dos diferentes instrumentos, de reconhecer as diferentes vias de participação em mundos fragmentados, de interpretar as formas e condições – em mudança – de voluntariado, as formas de networking, a neo-comunalidade, de pensar sobre as manifestações e os resultados da atividade social e humana assim como sobre as questões de poder através de exemplos concretos.

Jef Huysmans é professor de Política Internacional na Queen Mary University de Londres. Sua pesquisa concentra-se nos temas políticas da insegurança, securitização da migração e métodos críticos em estudos de segurança e relações internacionais.

Não-cidadania e Agência: Uma outra forma de pensar sobre migração – Prof. Heather L. Johnson

A migração tornou-se um dos mais contestados – caricaturados, estereotipados e manipulados - temas da política contemporânea. Questões têm sido levantadas sobre cidadania e pertencimento, quem pode se deslocar e quem não, quem será bem recebido e quem não. Cada uma dessas perguntas se refere de forma intrínseca às maneiras pelas quais compreendemos a participação e aqueles que podem se engajar “legitimamente” na política. O curso da prof. Heather Johnson explorará essas questões, e daremos uma atenção particular à migração irregular. O curso buscará desfazer teorizações críticas sobre a cidadania, a mobilidade, e o poder político. O curso irá perguntar quais são as portas que são abertas – e as fechadas – quando pensamos nas políticas de controle migratório. Debateremos os exemplos recentes de protestos políticos por parte dos não-cidadãos e os incluiremos à discussão sobre desenvolvimento de políticas a nível mundial em resposta aos controles de fronteiras, à segurança e à crise dos refugiados. Ao longo do curso, observaremos as questões fundamentais sobre ativismo, solidariedade, bolsas acadêmicas e as oportunidades e perigos que um compromisso profundo com a não-cidadania gera.

Heather Johnson é professora de Ciências Políticas com foco em Relações Internacionais e Políticas Comparadas na Queen's University Belfast.


Investigando a vida política internacional com uma curiosidade feminista – Prof. Cynthia Enloe

O curso da prof. Cynthia Enloe irá analisar como a política internacional é construída e reconstruída não só por grandes estruturas e políticas estatais, mas também pela influência diária do poder. Em ambos os níveis, ideias e práticas sobre masculinidades e feminilidades estão em funcionamento – geralmente de forma despercebida e rotineiramente negadas. O desenvolvimento de questões e habilidades investigativas feministas pode iluminar as interações influenciadas pelo gênero em nível pessoal, local, nacional e internacional.

Cynthia Enloe é Professora Pesquisadora no Departamento de Desenvolvimento Internacional, Comunidade e Meio-Ambiente na Clark University em Worcester, Massachussetts.

IPS Winter School 2017 Second Week Course Information


General Course:


Participation: fracturing the social and political - Prof. Jef Huysmans

Prof. Huysmans’ course will examine social and political agency in fracturing worlds. The following concepts that fracture the social and political will be introduced: extitutions, the everyday, disputes, and mobility. Each concept will be worked in relation to a topical matter of concern: security, globalisation, surveillance, and migration. Overall, the course will raise questions about human agency, civil society, networking and forms of neo-communality, fractured modes of participation, participation as a form of inclusion, and issues of belonging, knowledge and power.

Each concept is also approached from a methodological angle as a device that does not simply extract information from worlds but also enacts them. As fracturing devices they imply particular modes of assembling knowledge and texts.

Upon successful completion of the course the student will be able to discern mechanisms of different forms of agency, to recognize distinct ways of participation in fracturing worlds, to construe changing forms and conditions of volunteer activity and forms of networking and neo-communality and to reflect on the manifestation and results of social activity and human agency as well as questions of power through concrete examples.

Jef Huysmans is Professor of International Politics at Queen Mary University of London. He is best known for his work on the politics of insecurity, the securitization of migration, and critical methods in security studies and IR.


Thematic Courses


Non-citizenship and Agency: Thinking differently about migration – Prof. Heather L. Johnson

Migration has become one of the most hotly contested – and caricatured, stereotyped, and manipulated – issues in contemporary politics.  Questions are raised about citizenship and belonging, who can move and who can’t, and who is welcome and who isn’t; each of these, at their heart, touch on the ways we understand participation and who can ‘rightfully’ engage in politics.  Prof. Johnson’s course will explore these questions, with a particular focus on irregular migration.  The Course will unpack critical theorisations of citizenship, mobility, and political agency and ask what doors are opened - and which are closed – when we think through the politics of migration control.  It will discuss recent examples of political protest by non-citizens, and bring them into conversation with policy developments across the world in response to border controls, security, and the refugee ‘crisis’.  Throughout, the course will explore fundamental questions of activism, solidarity and scholarship and the opportunities and pitfalls that a deep engagement with Non-Citizenship provides.

Heather Johnson is Professor of Political Science with a focus on International Relations and Comparative Politics at Queen's University Belfast.


Investigating International Political Life with a Feminist Curiosity - Prof. Cynthia Enloe

Prof. Enloe will explore how International politics is shaped and reshaped not only by both large structures and states policies but also by everyday workings of power. At both levels ideas about, and practices of masculinities and femininities are at work - usually unacknowledged, routinely denied. Developing feminist investigatory questions and skills can shine a bright light on the gendered interactions of the personal, the local, the national and the international.

Cynthia Enloe is Research Professor in the Department of International Development, Community, and Environment at Clark University in Worcester, Massachusetts.

O curso do Prof. Walker abordará as Relações Internacionais e o desafio da interdisciplinaridade, discutindo a sociologia, a política e o internacional como objetos contestados. Ademais, discutirá os lugares da ciência e da crítica na produção de conhecimento em Relações Internacionais, assim como questionará o privilégio, o eurocentrismo e a hegemonia como tópicos de pesquisa para uma Sociologia Política Internacional.

R B J Walker é professor do Departamento de Ciências Políticas da Universidade de Victoria, no Canada, e do Instituto de Relações Internacionais da PUC-Rio.

Segurança, Desenvolvimento, Democracia – Professora Rita Abrahamsen


             
O curso da Profa. Abrahamsen coloca a Sociologia Política Internacional em prática, examinan
do espaços internacionais particulares onde as formas locais e globais de poder e autoridade se cruzam, combinam e competem. Isso é feito a partir do foco na fusão de desenvolvimento e segurança, e na maneira como cada intervenção em nome da segurança e do desenvolvimento reordenam e transformam práticas e políticas em diversos contextos africanos, capacitando alguns atores e destituindo outros. Combinando engajamento teórico com investigação empírica fundamentada, o curso examina como os discursos e as intervenções nunca são, simplesmente, impostos aos receptores passivos, mas sujeitos a traduções, adaptações e lutas de poder. Politicamente, o curso examina as implicações da fusão do desenvolvimento e da segurança para a democracia e a liberdade, e indaga se, paradoxalmente, um "novo militarismo utópico" reforça o poder e a autoridade dos “securocratas” em diversas localidades africanas.

O foco do curso do Prof. Michael J. Shapiro está nas forças que colocam as pessoas em movimento através das paisagens terrestres e fronteiriças e as precariedades que enfrentam no processo de movimento (bem como em seus destinos). O curso começará com foco no romance de Russell Banks, Continental Drift, que (décadas atrás) antecipou as questões que cercam a política contemporânea de imigração (para ser lido junto com seções de Shapiro e Alker eds Challenging Boundaries: Global Flows and Territorial Identities).  A partir daí, compartilharemos reações a uma variedade de textos artísticos e culturais que tratam os aspectos experienciais contemporâneos (ou seja, micropolíticos) da mobilidade precária.

Michael J. Shapiro é professor de Ciências Políticas na Universidade do
Havaí em Manoa. Seu trabalho é comumente descrito como “multidisciplinar”, passando por diversos campos como filosofia política, teoria crítica, estudos culturais, etc.

Critical Theories and Internatonal Political Sociology - Prof. R B J Walker

The course of Prof. Walker will address International Relations and the challenge of interdisciplinarity, discussing sociology, politics and international as contested objects. In addition, he will discuss the places of science and criticism in the production of knowledge in International Relations, as well as question privilege, Eurocentrism and hegemony as research topics for an International Political Sociology.

RBJ Walker, professor in the Department of Political Science at the University of Victoria, Canada, and in the IRI/PUC-RIO.

Security, Development, Democracy - Prof. Rita Abrahamsen

Profa. Abrahamsen’s course puts International Political Sociology into practice by examining particular sites of the international where global and local forms of power and authority intersect, combine, and compete. It does so by focusing on the merger of development and security, and the manner in which interventions in the name of security and development reorder and transform practices and politics in diverse African settings, empowering some actors and disempowering others. Combining theoretical engagement with grounded empirical investigation, the course examines how discourses and interventions are never simply imposed on passive recipients, but subject to translations, adaptations and power struggles. Politically the course examines the implications of the merger of development and security for democracy and freedom, and asks whether paradoxically a ‘new utopian militarism’ is strengthening the power and authority of securocrats in diverse African localities.

Rita Abrahamsen is Professor in the Graduate School of Public and International Affairs at the University of Ottawa.

Contingent Flows – Precarious Lives - Prof. Michael J. Shapiro

Prof. Shapiro’s course focuses on the forces that set people in motion across land- and borderscapes and the precarities they face in the process of moving (as well as in their destinations). The course will begin with a focus on Russell Banks’ novel Continental Drift, which (decades ago) anticipated the issues surrounding the contemporary politics of immigration (to be read along with sections from Shapiro and Alker eds Challenging Boundaries: Global Flows and Territorial Identities). Thereafter we will share reactions to a variety of artistic and cultural texts that treat contemporary experiential (i.e., micropolitical) aspects of precarious movement.

Michael J. Shapiro is a Professor of Political Science at the University of Hawaii at Manoa. His work is often described as "postdisciplinary”, drawing from such diverse fields as political philosophy, critical theory, cultural studies, etc.

Prospective participants should be graduate students and/or early career academics. Deadline for application is Wednesday, 31 May 2017
